Upgrade of ECAD EOBS data to v28.0e

We upgraded the data set of European Climate Assessment & Dataset (ECAD) gridded meteorological observations from version v21.0 (and v20.0) to version v28.0e. This upgrade includes a few more quantities, provides the data additionally on a 0.1 degree resolution grid, and the data set now extends through the end of June 2023:
