Upgrade of OSISAF sea-ice concentration data set

We upgraded the EUMETSAT OSI-SAF sea-ice concentration (interim) climate data record from v2.0 to v3.0, i.e. from OSI-450/OSI-430b to OSI-450a/OSI-430a. The combined data set covers the period 1978-10-25 through 2022-12-31 at 25 km grid resolution for both hemispheres. OSI-450a is the CDR, covering years until including 2020; OSI-430a is the interim CDR, covering years 2021 and 2022:
